DO I NEED A WORK PERMIT TO ESTABLISH A COMPANY IN TURKEY?

As per Turkish Regulations (especially the Commercial Code and Foreign Direct Investments Law No. 4875) the foreign real persons can be a shareholder in a company established within the borders of Turkey.

It is not compulsory to obtain a work permit for the foreign shareholders who do not actively work for the company. Having said that, if those persons are willing to work actively in the company or become the director/manager of it, they will be required to obtain a work permit.
